Project MKUltra (1953–1973) A sprawling CIA program involving at least 149 subprojects dedicated to mind control, psychological manipulation, and chemical interrogation. The agency administered LSD and other psychoactive drugs to unwitting U.S. citizens, including prisoners, hospital patients, military personnel, and civilians, often resulting in lasting psychological harm and at least one confirmed death (Frank Olson). Experiments ignored medical ethics, U.S. law, and constitutional protections. In 1973, then–CIA Director Richard Helms ordered most MKULTRA records destroyed, obstructing accountability and justice forever.
