Operation Northwoods (1962)
A declassified U.S. Department of Defense proposal outlining potential false-flag operations—including staged attacks on civilians and military targets—to justify war against Cuba. The plan was approved by the Joint Chiefs of Staff but ultimately rejected by President John F. Kennedy and (luckily) never carried out.
The proposal revealed that high-level officials considered manufacturing pretexts for war, raising enduring concerns about the limits of military planning, civilian oversight, and the potential for deception in national security strategy. It illustrates how far policy discussions can extend in pursuit of so-called “strategic” objectives. Additionally, it’s worth noting: President John F.
